Engine Component Improvement Program Notice of Intent to Award Sole Source   2

Anticipated Solicitations FA8626-26-R-B005, FA8626-26-R-B003, and FA8626-26-R-B006. In accordance with RFO 5.101(d), this notice is hereby provided that the Propulsion Integration Division, Air Force Life Cycle Management Center (AFLCMC/LPZ) intends to negotiate and award three (3) contracts, each on a sole source basis, to RTX Corporation (Pratt & Whitney), General Electric Aerospace (GE-A), and Rolls-Royce Corporation respectively, in support of the Engine Component Improvement Program (ClP). Market research was previously conducted, and it has been determined that this is a sole source requirement pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by RFO 6.302-1. RTX Corporation (Pratt & Whitney), General Electric Aerospace (GE-A), and Rolls-Royce Corporation are the original equipment manufacturers (OEM) for the engines affected, and as such, are the only firms that possess the necessary knowledge, experience, and technical data required to perform these efforts.
THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. No solicitation is available. However, any firm that believes it is capable of meeting this requirement must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services. This documentation must be submitted within fifteen (15) days of this publication. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
The antcipated award date is 29 October 2027.
