Energy Monitoring Control System (EMCS) MCB, CLNC

Background
The Naval Facilities Engineering Command Mid-Atlantic is seeking potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns. The work includes maintenance and repair of the Energy Monitoring Control System (EMCS) for the Naval Hospital Facilities at MCB Camp Lejeune. The contract will be awarded as a Firm Fixed Price/Indefinite Delivery, Indefinite Quantity (FFP/IDIQ) contract with a base period of one year plus four option years, not exceeding sixty months in total.

Work Details
The work includes furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform maintenance and repair of the Energy Monitoring Control System (EMCS) for the Naval Hospital Facilities at MCB Camp Lejeune.
The Contractor shall monitor operation of the system including reporting alarms, adjusting system parameters, customizing graphic displays, and provide recommendations for system hardware or software changes designed to maximize the performance of the EMCS.
The EMCS shall be operated to minimize energy consumption by optimizing the performance of the heating and air conditioning equipment.

Period of Performance
The contract will have a base period of one year plus four option years, not exceeding sixty months in total. The Contractor may be required to continue performance for an additional period up to six months under the Option to Extend Services Clause.

Place of Performance
The contract will be performed at the Naval Hospital Facilities at MCB Camp Lejeune.
