This Notice of Intent is not a request for quote and a solicitation will not be issued at this time; however, all responses received prior to the closing date of this notice will be considered by the Government. The U.S. Energy Information Administration (EIA), Office of Acquisition Management, Contacting Activity intends to award a sole source Firm-Fixed Price (FFP) contract to National Energy Education Development Project, 8408 Kao Circle, Manassas, Virginia 20110, 703-257-0037. This purchase order is to provide Energy Industries Study Program (EISP) and Summer Intern Program.

SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred.

In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations.

Responses must be in writing, by e-mail to the Contract Specialist at Sherrell.Josey@eia.gov. The e-mail shall contain the following subject line: Response to Notice of Intent Energy Industries Study Program (EISP) and Summer Intern Program November 2017 September 2022.

Please submit all information no later than September 5, 2017, 12:00 pm Eastern Time.
