Background
The United States Secret Service (USSS), Office of Human Resources (HUM), is seeking to modernize and integrate its talent acquisition lifecycle and awards management program. The goal is to replace outdated, manual systems with a secure, cloud-based solution that enhances operational efficiency and user experience across the agency.

Work Details
The contract involves developing an enterprise-wide End-to-End Talent Acquisition Lifecycle and Awards Management System Solution. Key tasks include:
- Supporting the full talent acquisition lifecycle from candidate outreach to onboarding and offboarding.
- Implementing a public-facing candidate portal for profile management, application tracking, document uploads, and automated reminders.
- Managing recruitment events, including candidate registration, attendance tracking, and source tracking.
- Configuring hiring workflows for various position types, allowing authorized users to manage hiring stages and track application statuses.
- Providing assessment scheduling capabilities with automated reminders and reporting on outcomes.
- Centralizing communication management for candidates and stakeholders through multiple channels.
- Supporting employment forms management and onboarding/offboarding workflows with audit history.
- Implementing an Award Management capability for both monetary and non-monetary awards, including tracking budget allocations and processing payments.
- Ensuring secure interfaces with relevant internal and external systems while maintaining compliance with federal security standards.

Period of Performance
The anticipated contract will have a 12-month base period with four optional 12-month periods.

Bidder Requirements
Bidders must demonstrate experience in providing configurable solutions that support end-to-end recruitment processes. Specific requirements include expertise in cloud-based systems capable of handling sensitive government information, as well as the ability to integrate with existing federal systems such as USAJOBS and USA Staffing.
