The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO), Multiple Award Contracts Section, PL8313, 2300 East Drive, Scott AFB, IL 62225 hereby issues a draft solicitation for ENCORE III Services (E3). E3 will be a multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with a 5-year base, plus 5, one-year option periods. E3 will provide DISA with a vehicle to procure a wide variety of IT services in support of the Joint Information Environment (JIE) worldwide. Areas to be supported by the contracts include Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) areas, as well as all elements of the Department of Defense Information Network (DoDIN). There will be two suites of contracts; full and open competition and a small business set-aside. The scope of both suites will be the same. The solicitation number will be HC1028-15-R-0030. This solicitation being posted is a compilation of all clauses and terms and conditions for both. There are clauses that will only apply to the small business suite or the full and open suite.

This draft solicitation is being issued to offer industry an opportunity to ask questions and make comments and recommendations (issues) regarding the solicitation and the government's requirement. Specific instructions on submitting issues for consideration are included in the MS Excel attachment named Questions and Answers Worksheet. The deadline for questions, comments and recommendations is COB August 26, 2015. Issues received after this time may not be answered prior to the final solicitation. The government has scheduled a pre-solicitation conference on September 23, 2015 to be held at the Kossiakoff Center Auditorium at 11100 Johns Hopkins Rd, Laurel, MD 20723. The conference will begin promptly at 9:00 a.m. and go to 5:00 p.m. with check-in between 8:00 and 9:00 a.m. Registration is free of charge but is limited to two participants per contractor.
