Description

The U.S. Army Corps of Engineers, Pittsburgh District, has a Consolidated Requirement for the Emsworth Locks and Dam at 0 Western Ave, Emsworth, Pennsylvania 15202, and Dashields Locks and Dam at 100 Dashields Lock Road, Coraopolis, Pennsylvania 15108, for the Replacement of the Tow Haulage System at each Locks and Dam, in accordance with FAR 7.107-2 and notification in accordance with FAR 7.107-5(c). As such, the Consolidated Requirement is necessary and justified because of the following benefits:

Background
The U.S. Army Corps of Engineers, Pittsburgh District, is issuing a consolidated requirement for the Emsworth Locks and Dam and Dashields Locks and Dam in Pennsylvania. The goal of this contract is to replace the Tow Haulage System at each location, which is justified due to benefits such as standardization, reduced acquisition cycle lead time, cost efficiency, and improved quality.

Work Details
The project involves upgrading the existing Tow Haulage Systems to an Electrically Controlled and Electrically Actuated Counter Torque System. This will include the installation of two multi-layer, single drum winches located at opposite ends of each lock (upstream and downstream) near the Miter Gate Recesses. The winches will operate in tandem to facilitate the smooth and safe movement of barges through the lock chamber by pulling against each other in a counter torque manner.

Key features include:
- Towing Mode for hauling barges forward
- Hold Back Mode for providing back tension on the cable
- Constant tension to ensure consistent spooling of wire rope and tracking over sheaves while preventing slack fouling issues.
