This is a SOURCES SOUGHT announcement, market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement.

The U.S. Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) has a requirement to provide Employee Assistance Program (EAP) and Work-Life services to USACE civilian personnel. It is anticipated that the contract will be firm fixed priced, indefinite-delivery, indefinite-quantity type contract with a 12-month period of performance, plus four 12-month optional years.

All interested businesses are encouraged to respond to this sources sought announcement.

Interested vendors with NAICS code 624190, Other Individual and Family Services.

The Government is considering procuring these services via a Single Award Task Order Contract (SATOC). The SATOC would support approximately 30 different USACE districts and centers and ordering would be decentralized with each district or center issuing and mangaging their own task order. Input from industry on the proposed structure is requested. Specifically:

1. How would your organization handle the management of multiple task orders while maintaining quality of service?

2. How can the Government acheive the most favorable pricing structure given this information? Is tiered pricing possible? Location and population data can be made available in the solicitation.

3. Other comments and suggestions.

This market survey is for informational and planning purposes only and does not constitute a Request for Proposals. It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested companies shall respond to this sources sought synopsis no later than 5:00 PM EST Monday, November 30, 2020.
