Description

The U.S. Coast Guard, awarded a modification to Contract No. GS02F0037P Task Order No. HSCG23-17-F-PMD044 to EAP Consultants LLC, 1850 PKWY PL STE 700, Marietta, GA 30067, in support of a Health, Safety, Work-Life Service Center for fully integrated Employee Assistance Program (EAP). This modification is Firm Fixed Price, and issued under the authority of Federal Acquisition Regulations (FAR) 8.405-6 (a)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order.

Background
The Department of Homeland Security’s U.S. Coast Guard (USCG), Office of Contract Operations (CG-912), requires fully integrated Employee Assistance Program (EAP) services to support uniformed personnel and federal employees in addressing personal and productivity concerns and to ensure maritime safety, security, and stewardship. The current Firm Fixed Price modification under Contract No. GS02F0037P Task Order HSCG23-17-F-PMD044 to EAP Consultants LLC is a logical follow-on to the original Federal Supply Schedule order to maintain uninterrupted, federally mandated EAP support for approximately 200,000 beneficiaries.

Work Details
The contractor shall deliver a fully integrated Employee Assistance Program (EAP) that meets covered employee needs for just-in-time information and referral services, including:
- Assessment, short-term counseling, and/or referral services for employees and their family members
- Management consultation and organizational development services
- Training and education awareness programs
- Traumatic/critical incident debriefing services

Primary deliverables include non-medical counseling in areas such as Situational/Problem-Solving, Supervisory Consultation Services, and Substance Abuse Assessment. The contractor shall also provide Traumatic Incident Response and Management Support, Financial Education and Consultation, Tax Filing Support and Consultation, Career Counseling, Health Coaching, and Work-Life Balancing Services (e.g. family advocacy support, domestic violence prevention, problem solving). All services shall be extended to family members of covered employees.

Period of Performance
12 months, from September 26, 2022 through September 25, 2023

Place of Performance
Support to USCG employees and their family members at USCG facilities, operational sites, and via remote delivery nationwide
