Background
The Defense Logistics Agency (DLA), specifically the DLA Human Resources Center, DLA Training, Workforce Development Division, Leadership and Management Team, is seeking contractor support for digital Emotional Intelligence (EI) Assessments and training materials.

This initiative is part of the Enterprise Leader Development Program (ELDP), aimed at enhancing leadership development opportunities within DLA. The program focuses on developing critical leadership competencies necessary for meeting current and future mission requirements.

Work Details
The contractor must provide the following requirements:
1. Unlimited Facilitator Certifications;
2. Cost of each assessment (workforce or leadership type) - In-house with no third-party involvement;
3. Access to the contractor portal for students and facilitators;
4. Developed training material for debriefing the EI assessment.

The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) or Blanket Purchase Agreement (BPA) with a base period of twelve months and two option periods of twelve months each, plus a potential six-month extension.

Deliverables include:
1. 700 online digital EI Assessment credits at the start of each year;
2. Access to the contractor portal for assessments;
3. Developed training/course material;
4. Personal Action Plans for students;
5. Unlimited Facilitator Certification training as needed;
6. Annual summary reporting of EI assessments for data analysis.

Period of Performance
The period of performance will commence from the date of award through September 2027, with specific task orders having varying durations as specified in each order.

Place of Performance
The contract will be performed primarily in Columbus, OH.
