Description

This is a non-personal services contract to provide janitorial services for the Tennessee Valley Healthcare System (TVHS), one of the largest integrated health care systems in the United States, providing care at two VA Medical Centers and many outpatient clinics located in Tennessee and Kentucky. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Agencies shall train their employees in appropriate cleaning and disinfection procedures following Centers for Disease Control and Prevention (CDC) Guidance as well as for interaction with private sector temporaries to assure that the supervisory responsibilities identified in paragraph (a) of 300.501 of this subpart are carried out by the temporary help service firm. (b) The following factors shall be used to evaluate quotations: The significant evaluation factors such as (1) technical capability or quality of the item offered to meet the Government requirement; (2) past performance and (2) price The following is standard evaluation criteria. (1) Technical Capability 1) Resume for CEH Supervisor Positions and copy of CEH certificate 2) Draft of Training Plan 3) Draft of Staffing Plan for both Locations 4) Draft of QASP (2) Past Performance (3) Price (c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not not requesting or accepting alternate quotations.
Purchase Agency: Department of Veterans Affairs (VA)
Reason for Purchase: The VA is seeking janitorial services for the Tennessee Valley Healthcare System (TVHS), which includes two VA Medical Centers and several outpatient clinics in Tennessee and Kentucky. The services are necessary to maintain a clean and safe environment for patients, prevent infections, and comply with CDC guidance.
Work to be Acquired: The contractor will provide housekeeping aids, managers, and supervisory services for janitorial services. This includes tasks such as cleaning exam rooms, restrooms, waiting areas, patient rooms, offices, hallways, and other designated spaces. The contractor will also be responsible for floor care, window cleaning, and maintenance of various equipment.
Timeframe of Acquisition: The contract has a base period of six months with an option for an additional six months. The performance period is expected to begin on September 1, 2021, and end on February 28, 2022. The option period would start on March 1, 2022, and end on August 31, 2022.
Place of Performance/Delivery: The janitorial services will be performed at the Alvin C. York VA Medical Center in Murfreesboro, TN, and the Nashville Campus in Nashville, TN.
Notable Information: The contract is open to all businesses but may be set aside for small businesses or women-owned small businesses. Contractors must be active and current in the database. Additionally, the contractor must have their Service-Disabled Veteran-Owned Small Business (SDVOSB) status verified in the VIP database.
