Background
The Department of the Navy, specifically the Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), is issuing a notice of intent to award an undefinitized task order against the United States Coast Guard (USCG) Emergency Response Basic Ordering Authority Agreement (BOA). This action is being taken without full and open competition due to an urgent and compelling requirement for emergency response services following an aircraft mishap involving a Strike Fighter Squadron (VFA)-125 F-35C aircraft near Naval Air Station (NAS) Lemoore, California. The contractor selected for this task order is Enhanced Environmental & Emergency Services Inc., which has been determined capable of performing the necessary tasks immediately.

Work Details
The contractor will provide a range of emergency response services including:
- site evaluation
- emergency removal actions
- time-critical remedial actions
- property restoration services
- consolidation and relocation of debris as needed
- incident management support
- preparation of associated reports
- securing critical components
- provision of necessary supplies related to the response at NAS Lemoore.

The contract action is estimated to be Not-to-Exceed (NTE) $3,999,000 with only 50% funded at the time of award. The urgency stems from hazardous materials spilled during the mishap that require immediate attention to prevent further environmental contamination.
