Emergency Object Removal - Delaware River

Background
The Philadelphia District of the U.S. Army Corps of Engineers (USACE) is seeking proposals for emergency object removal services in the Delaware River. The mission of this contract is to ensure safe navigation by removing hazardous objects from the river channels that may pose risks to vessels. The contractor will be responsible for complying with all applicable federal, state, and local laws and regulations during the execution of this contract.

Work Details
The contractor shall perform the following tasks: retrieve, store, transport, and dispose of all objects off-site in accordance with applicable laws. The scope includes removal of various objects from within the Delaware River channels of the Philadelphia to Sea Deep Draft Navigation Project. Objects may include boulders, large trees, concrete channel markers, and other debris.

The contractor must supply floating mechanical plant and operating personnel necessary for locating and removing these objects. No divers or personnel are allowed in the water during operations. A comprehensive safety plan (EM 385-1-1), equipment-specific lift plans, and a work plan must be submitted for USACE approval. The contractor must also provide a detailed Naval Architect survey for any cranes or barges used, ensuring they meet safety standards.

The workday is defined as Monday through Friday from 7 am to 4 pm, excluding federal holidays, with provisions for night work and weekends if necessary. Contractors must be prepared to mobilize on-site within 7 days after receiving a Notice to Proceed (NTP).

Place of Performance
The work will be performed in the Delaware River channels located in the Cherry Island Range.
