Description

1. The Fort Yuma Health Care Center has a requirement for standing up an Incident Command Team in the event of a natural disaster, power outage, IT/Phone outage, active shooter, child abduction, and many other unforeseen events. The need for a Mass Notification system has been identified during recent activations of the Incident Command Team during real-life incidents.

2. The Mass Notification System must be operable from a cellphone.

Background
The Fort Yuma Health Care Center has a requirement for standing up an Incident Command Team in the event of a natural disaster, power outage, IT/Phone outage, active shooter, child abduction, and many other unforeseen events. The need for a Mass Notification system has been identified during recent activations of the Incident Command Team during real-life incidents. The Mass Notification System must be operable from a cellphone.

Work Details
The successful contractor shall provide a Mass Notification platform for sending alerts and notifications to recipients using different methods of communication such as SMS, text, voice, social media and more. The Mass Notification platform must be cloud based and operational when the Fort Yuma Health Care Center experiences a loss of power or loss of the IT/Phone systems. The Mass Notification System must be operable from a cellphone, and be able to send emergency notifications. The contractor must provide a means of registration that allows the participants to register anonymously utilizing a computer or cellphone to manage their own profile and to adjust preferences. Registration must also be made available through the Fort Yuma Health Care Centers’ Facebook page. Users must be able to opt-out of utilizing the system at their own discretion. Contractor must provide unlimited messaging. Contractor shall provide technical support during initial set-up, along with 24/7 unlimited technical support.

Period of Performance
The requested period of performance shall commence as implemented by the Contracting Officer or his/her delegated representative. The Fort Yuma Health Care Center is requesting a contract awarded for one base year and two option years to be exercised at the government’s option. Option renewals will be based on the existing requirement of , performance of satisfactory service provided during the base year, and contingent upon availability of funds for the appropriate fiscal year.
