Description

See Statement of Work (SOW), attached.

Background
The Norfolk Naval Shipyard (NNSY) is seeking to ensure the operational readiness of its Centralized Pier-Side Pretreatment Unit (CPPU) Emergency Diesel Generators (EDG). These generators are critical for maintaining power during planned or unplanned outages. Regular preventive maintenance is essential to prevent malfunctions that could adversely affect NNSY's mission.

Work Details
The contractor will perform preventive maintenance on the MDG250 EDGs based on time intervals rather than operational hours. The tasks include:

1. Quarterly Preventive Maintenance (PM) which involves:
- Pre-Operation Inspection: Checking engine oil, coolant, fuel levels, draining water from fuel filters, inspecting engine compartments, checking tire pressure and battery voltage, among others.
- Operational Inspection: Operating equipment to check engine speed and cooling systems while ensuring alarms or faults are monitored.

2. Annual PM which includes comprehensive checks as outlined in the Generac Owner’s Manual for Mobile Generator - MDG250DF4 Rev. B 08/18/2023.

Additionally, bidders must have a current Cybersecurity Maturity Model Certification (CMMC) status appropriate for processing Federal contract information.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract, with BAY Diesel listed as the awardee on two emergency diesel generator repair efforts (N4215825P0068, $2,150; and N4215825P0067, $2,012). The prior work descriptions for “DAF EMERGENCY DIESEL GENERATOR (EDG) REPAIR” and “EMERGENCY DIESEL GENERATOR REPAIR” suggest continuity with the current requirement for preventive maintenance of EDGs at Norfolk Naval Shipyard, including maintenance activities aligned to generator manufacturer guidance.
