Emergency Acquisition Basic Ordering Agreement - QMA   2

Background
GSA’s Office of Acquisition Operations (QMA) is establishing a Basic Ordering Agreement to enable the rapid solicitation, award, and delivery of products and services to support general and declared emergencies. The BOA will greatly reduce the administrative lead time required from the time an emergency requirement is identified to contract award and ultimate fulfillment.

Work Details
The contract involves the establishment of a Basic Ordering Agreement (BOA) for emergency acquisition. The BOA will facilitate the rapid solicitation, award, and delivery of products and services to support general and declared emergencies. It includes detailed instructions on how to fill out the SF 1449 form, including entering a description of supplies/services, delivery information, quantity, unit, unit price, amount, line of accounting, total award amount, contractor signature requirements, offer information, contractor signature, name of contracting officer or other ordering activity official authorized to enter into contracts on behalf of their organization/agency.
It also outlines the submission process for participating vendors under the QMA BOA and specifies response times for submitting RES-Quotes based on supply purchases or service purchases. Additionally, it provides instructions for participating vendors on what elements must be included in their RES-Quotes such as discount terms, company name and address, point of contact information, schedule of supplies/services with suitable substitute products if applicable, unit price, total award amount calculation, and any additional necessary information.
