The Embassy of the United States of America invites you to submit a quotation for a EMB BAS Repairs at the U.S. Embassy properties in Stockholm.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
Interested parties should request a RFQ package from the Stockholm Procurement Team by email at STKgsocontracts@state.gov using; 19SW8026P0608 EMB BAS Repairs in the subject line.

The Embassy intends to conduct a site visit on 8th July 2026 11am local time at the U.S. Embassy in Stockholm. Prospective offerors/quoters should contact stkgsocontracts@state.gov by 6th July 10am with names of visitors and for additional information or to arrange entry to the building.
Quotations are due by 13th July 2026 at 10.00 local time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

Background
The Embassy of the United States of America in Stockholm is seeking quotations for repairs to the Building Automation System (BAS) at its properties. The goal of this contract is to restore the BAS to full operational capability, addressing identified deficiencies that have caused multiple HVAC systems to operate in manual mode.

The U.S. Government intends to award a contract based on the lowest acceptable offer without holding discussions, although discussions may occur with companies in the competitive range if necessary.

Work Details
The contractor will perform repair services on the BAS, which includes: purchasing and shipping required materials, setting up and installing repaired or replaced equipment, making adjustments for improved operation, configuring trends and alarms, creating or modifying graphics, and providing training/demonstration of work.

Specific tasks include replacing a failed controller and associated I/O modules in Cabinet CC02 that controls AHU1 and AHU5, ensuring all existing I/O points are terminated to the new controller, programmed, commissioned, and documented. The contractor must also provide a minimum of 3 hours of hands-on training for Facility Maintenance staff covering system operation and maintenance. All work must comply with applicable codes and regulations.

Period of Performance
The period of performance for this contract is 60 calendar days from the date of award.

Bidder Requirements
Bidders must employ competent BAS engineers or technicians with a minimum of five years' experience in similar work. Personnel must be trained and certified by the BAS manufacturer on the product lines being serviced. Biographical data including resumes and proof of training/certification must be submitted for personnel involved in providing services under this contract.
