Title: Constructions Services for the Elevators Modernization Project at the Jose V. Toledo U.S. Courthouse, San Juan, Puerto Rico

The General Services Administration (GSA), Northeast and Caribbean Region, Public Buildings Service is pleased to announce the issuance of a Request for Proposals (RFP) for General Construction Services for the Elevators Modernization Project at the Jose V. Toledo U.S. Courthouse (Toledo Courthouse) located in San Juan, Puerto Rico. All solicitation posts and updates for this project will be posted to Solicitation No. 47PC0620R0005.

THIS SOLICITATION IS A TOTAL SMALL BUSINESS SET ASIDE. The applicable North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction. A company is considered a small business under this NAICS code if its average annual gross sales and receipts over a period of three (3) years are $36,500,000 or less.

Due to the COVID-19 situation, we will conduct a virtual Pre-proposal Conference scheduled to be held at 10:00 a.m. (Eastern time) on Thursday April 23, 2020. Pre-registration is required for all attendees. Please send an email to ixa.olivierirodriguez@gsa.gov no later than Wednesday, April 22, 2020 by 12:00 PM (Eastern time) identifying all attendees from your Company with their phone numbers and email addresses. Once registered, you will receive the link for the conference. Additional details are in the attached solicitation.

Requests for Information (RFIs) concerning the RFP documents must be submitted not less than 7 calendar days prior to the date set for receipt of proposals to Olga Rodriguez at olga.rodriguez@gsa.gov and Ixa Olivieri Rodriguez at ixa.olivierirodriguez@gsa.gov and copy melvin.rosa-rivera@gsa.gov. Please note the solicitation number in the subject field of your email.

Proposals for this RFP must be submitted in electronic format. Proposals MUST BE RECEIVED NO LATER THAN stated due date and time in this solicitation. Proposals must be e-mailed to Olga Rodriguez, Contracting Officer, at olga.rodriguez@gsa.gov and Ixa Olivieri Rodriguez at ixa.olivierirodriguez@gsa.gov. Paper copy proposals will not be accepted. If multiple emails are necessary to submit your full proposal, all emails must be received by the due date and time noted in this solicitation.
