Background
The United States Army Garrison - Rock Island Arsenal (USAG-RIA) was established by an Act of Congress in 1862 at Rock Island, Illinois. The installation encompasses approximately 946 acres and serves as the Headquarters location for various Army agencies, including First US Army, Army Sustainment Command, Joint Munitions Command, and the Joint Manufacturing and Technology Center.

The objective of this contract is to provide elevator maintenance and repair services at USAG-RIA, which includes both scheduled and unscheduled maintenance for elevators listed in Technical Exhibit-02 (TE-02).

Work Details
The contractor shall provide all management, supervision, personnel, labor, transportation, materials, parts, tools, and equipment necessary for the maintenance and repair of all elevators on USAG-RIA. Specific tasks include:
1. Preventative Maintenance (PM) Tasks:
- PM for Traction Cable, Electric and Wheelchair Elevators including cleaning tasks, inspections, tests, and other maintenance activities.
- PM for Hydraulic Elevators with similar requirements.
2. Performance Requirements:
- Service Order Calls (SOCs) for unscheduled repairs.
- Replacement parts management including spare parts/components sub-assemblies.
- Electronic equipment handling and reprogramming as needed.
3. Project Work Orders (PWOs):
- Preparation of detailed estimates for PWOs including cost estimates and emergency PWOs as directed by the KO/COR.
4. Quality Control:
- Development of a Quality Control Plan (QCP) to ensure compliance with contract requirements.
