PRESOLICITATION NOTICE

SOLICITATION NUMBER: 47PH0522R0029

TITLE OF PROJECT: Elevators Modernization, Isaac Parker Federal Building and US Courthouse, 30 South 6th Street, Fort Smith, AR 72903.

DESCRIPTION OF PROPOSED WORK: Contractor shall provide all materials, labor, tools, equipment, and daily supervision to modernize one (1) existing Simplex operation, gearless traction passenger elevator. Provide new: AC motor, solid state microprocessor controls, car frame, cab, doors, and all associated work to provide two completely new elevators. All work performed under this contract shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards.

Project Location, Isaac Parker Federal Building and US Courthouse, 30 South 6th Street, Fort Smith, AR 72903.

Estimated Price Range: $500,000 and $1,000,000

Small Business Size Standard: $16.5 million

THIS PROCUREMENT IS SET ASIDE FOR AWARD TO TOTAL SMALL BUSINESS FIRMS. OFFERS FROM OTHER BUSINESSES INCLUDING LARGE BUSINESSES WILL NOT BE CONSIDERED.

TENTATIVE DATES:

The solicitation will be issued on or about April 7, 2022. Proposals will be due on or about May 10, 2022. Award is anticipated to be on or about June 15, 2022.

The Period of Performance is 365 calendar days after notice to proceed.

PROCEDURES FOR AWARD: This project will be solicited and awarded via the best value, trade off source selection process in accordance with FAR Part 15 Negotiations and is a total small business set-aside. The goal of this method of evaluating technical factors and price is to select the proposal that offers the best balance between selecting the most experience/qualified/capable contractor for this specialized work while providing a fair and reasonable price to the government and minimizing performance risk. A solicitation will be issued requesting both written technical and price proposals. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government or considered the best value, non-cost (technical) factors and cost/price considered. Award may be made without discussions; therefore, offerors will be requested to submit their best proposal terms (price and technical) to the government initially.

PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the System for Award Management website at www.sam.gov.

AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor www.sam.gov for the release of any amendments.

BONDING: Bid guarantee is required to be submitted with your offer, any contract awarded will require a performance bond and payment bond.

SECURITY: GSAR 552.204-9 Personal Identity Verification Requirements (JUL 2020)
(a) The Contractor shall comply with GSA personal identity verification requirements, available at https://www.gsa.gov/hspd12, if Contractor employees require access to GSA controlled facilities or information systems to perform contract requirements

ELIGIBLE OFFERORS: All responsible small business firms may submit a proposal which shall be considered by the agency.
