The purpose of this amendment is to incorporate the following:
1. An addendum to the Statement of Work (SOW) to codify clarifications previously issued in Amendment 00003;
2. Site Visit #2 minutes and sign-in sheet for reference;
3. Revised DOL Wage Determination PA20250003, Mod 4 (replaces Mod 3);
4. The bid submission deadline is hereby extended. Bids are now due by Tuesday, June 24, 2025, at 12:00 p.m. PST.

Amendment 00005:

1. The second site visit is rescheduled to Friday, June 6, 2025, at 9:00 AM EST. Criminal History Check forms must be submitted by 9:00 AM EST on Thursday,
June 5, 2025.
2. The deadline to submit bidder questions is extended to Monday, June 9, 2025, by 4:00 PM EST.

Amendment 00001:

1. Correct Bid Submission Time: The bid submission deadline listed on the SF 1442 is revised from 12:00 PM Pacific Standard Time (PST) to 10:00 AM PST on May 26, 2025.

Solicitation

The Federal Bureau of Prisons (FBOP) is issuing solicitation 15BFA025B00000019 for the award of a firm-fixed-price construction contract for a project entitled ELAVATOR MODERNIZATION at the Federal Detention Center (FDC Philadelphia), located in Philadelphia, PA.

FDC PHILADELPHIA is a federal correctional facility located at 700 Arch Street, Philadelphia, PA 19106. The Work of Project is defined by the Contract Documents and consists of the following:

The contractor will provide all necessary equipment, labor, materials, and incidentals unless stated otherwise in the Statement of Work to overhaul the four (4) existing passenger elevators. See the Statement of Work and Drawings included with the solicitation posting for the complete requirements of the work.

The performance period for the project will be 875 Calendar Days from issuance of the notice to proceed.

The NAICS code for this requirement is 238290 with a corresponding small business size standard of $22 million. Pursuant to Justice Acquisition Regulation (JAR) 2836.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. (NOTE: This range is one of 5 available ranges from JAR 2836.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)

The solicitation will be distributed solely through the Contract Opportunity website at https://www.sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions.

This is a 100 percent small business set-aside. You must be registered in www.sam.gov as a small business for the applicable NAICS code (see FAR provision 52.219-1 in the Representations & Certifications section of your www.sam.gov registration).

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include:
52.222-25, Affirmative Action Compliance, and
52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services, paragraph (d).
