Subject: Request for Quotations Number 19SN1026Q0009 Elevator Preventive Maintenance Services at the U.S. Embassy Singapore

Enclosed is a Request for Quotations (RFQ) for the elevator preventive maintenance services at the U.S. Embassy Singapore. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if necessary.

Please pay attention to the requirement outlined in the DOSAR 652.242-73. This requirement mandates that all offerors possess the necessary licenses and permits to conduct business in Singapore. It is essential to ensure compliance with all Singapore laws and regulations. Specifically, Singapore Tax authorities expect businesses to obtain a tax identification number and fulfill tax obligations. You should review local laws before submitting a quotation.

The Embassy intends to conduct a pre-quotation conference at the Embassy site. The pre-quotation conference will be held on July 02, 2026, 10:30 hours (local time) at the U.S. Embassy Singapore. Prospective quoters should contact Grace Ng at sgprocurementrfq@state.gov by close of business on June 30, 2026 for additional information or to arrange entry to the building.

Quotations are due by July 28, 2026, 1630hrs (Singapore Time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to SGProcurementRFQ@state.gov. It is important to ensure your submission complies with the file size and format requirements. Files must be submitted in Microsoft Word (.doc or docx), Microsoft Excel (.xls or .xlsx)or Adobe Acrobat (pdf) format. Each e-mail, including attachments, must not exceed 30MB. If your submission exceeds 30MB, divide it into multiple emails, ensuring that each email (including attachments) is less than 30 MB.

In order for a quotation to be considered, you must also complete and submit the following:

1. SF-1449

2. Section I, Pricing

3. Section 5 Representations and Certifications

4. Additional information as required in Section 3

5. Proof of SAM Registration

Offerors shall be registered in the System for Award Management (SAM) database prior to submission of their quotation, as prescribed under FAR 4.1102. Registration is available at https://wwww.sam.gov. Failure to maintain the required SAM registration may render a quoter ineligible for award. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Background
The U.S. Embassy Singapore is seeking a contractor to provide comprehensive elevator maintenance services for three Hyundai traction gearless elevators located at the Chancery compound. The goal of this contract is to ensure the safe, reliable, and efficient operation of these elevators, which support mission-critical operations and daily Embassy functionality.

The contractor will be responsible for all labor, supervision, tools, diagnostic equipment, lubricants, consumables, and routine replacement parts necessary for preventive, corrective, and emergency maintenance.

Work Details
The contractor shall perform the following tasks:
1. Preventive Maintenance (PM) at monthly, quarterly, and annual intervals;
2. Corrective Maintenance (CM) to troubleshoot and repair faults;
3. Routine Repairs for parts degraded through normal wear;
4. Emergency Response services available 24/7 for entrapments or unsafe conditions;
5. Technical Testing & Adjustments including ride quality and safety circuit integrity;
6. Cleaning & Housekeeping of machine rooms and associated spaces;
7. Documentation & Reporting including PM checklists and emergency reports. All maintenance must adhere to OEM specifications, industry best practices, ASME A17.1 / CSA B44 standards, host-nation laws, and U.S. Government security requirements.

Period of Performance
The contract includes a one-year base period with four one-year option periods that may be exercised at the discretion of the government.

Bidder Requirements
Bidders must possess necessary licenses and permits to conduct business in Singapore as per DOSAR 652.242-73. They must also maintain Defense Base Act (DBA) insurance for all employees engaged under this contract.
