1. Location - Naval Research Laboratory,
2. Objective - The Naval Research Laboratory is searching for potential sources capable of performing Requirements and Performance Analysis of Concepts and Systems, RF Engineering, Mixed-signal circuit design (Analog/Digital), Digital Signal Processing (DSP) and Software Development, Mechanical and Aeronautical Engineering, System/Subsystem Prototype Development, Test and Evaluation of Concepts and Systems, and Program Support. It is anticipated that a Request for Proposals will be issued early year 2016. Answers to this RFI will be key in shaping certain aspects of the requirement.

3. Contract Type - Government anticipates a multiple award IDIQ Cost Plus Fixed Fee (CPFF).

4. Competition Strategy - Currently contemplating full and open competition unless the results from this RFI support the set aside of any kind.

5. Length of Award - A five (5) year ordering period.

6. Services Characteristics - Attached to this document is a Statement of Work for the effort. The Government is currently in the planning stages for this procurement and may continue to modify the language within the Statement of Work as necessary. The attached document does not represent a final Statement of Work.

7. Responses format - The Government asks that interested parties, at a minimum, supply the following information in a Capability Statement using the following format:

DESCRIPTION OF RELEVANT EXPERIENCE

Provide a list of Navy, DoD or Federal contracts supported during the past 36 months with a brief description of the type of Electronic Attack, Electronic Warfare Support or Electronic Protection tasks which supported development or fielding of Electronic Warfare (EW) systems. Only list contracts which pertain to providing technical assistance related to the design, fabrication and test of EW subsystems and components. Companies should have a wide range of experience in the EW and a variety of scientific, engineering and support backgrounds to be successful.
Please describe your company's ability and procedure to employ and maintain personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. Identify applicable contracts and describe how you met the requirement for additional or replacement personnel that met the Statement of Work personnel requirements.
