Description

This Special Notice is to inform the market that USDA has exercised the option under FAR Clause 52.217-8, Option to Extend Services, in order to unilaterally extend the Period of Performance under the existing IDIQ contract, 12639519D0050. Due to the extended POP, USDA is also increasing the maximum under this contract by 10%, from $4mil maximum to $4.4mil. This work is within scope of the original contract and is nessisary to complete the work under the SOW.

The U.S. Department of Agriculture (USDA) has exercised an option to extend the period of performance for the existing IDIQ contract 12639519D0050. This extension is necessary to complete work under the Statement of Work (SOW) related to the Electronic Warehouse and Commodity Management Data (eWCMD) project, which aims to enhance and expand the capabilities of the Warehouse Examination System (WES II).

The USDA's Agricultural Marketing Service (AMS) oversees this project, which is critical for managing warehouse operations and commodity management functions.

Work Details
The contractor will provide design, configuration, construction, unit and integration testing, deployment support, maintenance support, and production support for the Warehouse Examination System (WES II). The scope includes enhancements to replace existing systems such as the Grain Inventory Management System (GIMS), Cotton User Marketing Certificate System (CUMC), and Miscellaneous Commodities Inventory System (MCIS).

Specific tasks include:
1. Ability to send direct communications regarding emergency storage notifications and reminders.
2. Financial review operations to track warehouses’ fiscal year ends and financial statement submissions.
3. Service license management for warehouses requiring AMS inspection.
4. Management of temporary and emergency storage requests under USWA regulations.
5. Development of a market discovery process for establishing posted county prices.
6. Integration with applications like webTA and FMMI for time tracking and invoicing purposes.
7. Agile development processes including user story workshops, iterative design, application development using test-driven development (TDD), continuous integration testing, and deployment planning.

Period of Performance
The period of performance for this contract is extended from September 20, 2019, to September 19, 2024.

Place of Performance
The work will be performed at various locations as determined by USDA AMS requirements.
