THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential repair sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited.

The proposed North American Industry Classification Systems (NAICS) Code is 541511, which has a corresponding Size Standard of $27.5 Million. The Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.

BACKGROUND

ESDS is a major Air Force wide system that allows for secure packaging, uploading, downloading, preparation, distribution, registration, and tracking of critical systems software that is managed by the Software Control Centers (SCC) at Tinker AFB, Hill AFB, and Robins, AFB. The proposed acquisition will provide continued system maintenance and support services for ESDS. Previous maintenance and support services contracts were awarded to JGA as sole source due to proprietary data rights. Therefore, this acquisition will be a follow-on contract for the continued maintenance of a major system.

SCOPE OF WORK

In order for a vendor to be able to perform on this requirement the vendor would have to acquire the proprietary rights to integrate Triple DES Encryption utility application. The vendor must also be familiar with using the Cold Fusion platform.

The contractor shall update and maintain the system that provides the capability to order, download and track the distribution of software managed by the three Software Control Centers at Tinker AFB, OK; Hill AFB, UT; and Robins AFB, GA This system will also provide Virtual Help Desk capability that provides users a web site to report problems or incidents related to the software managed by each of the Software Control Centers, provide access to Subject Matter Experts for resolution of reported problems, and provide an on-line problem resolution repository to users to search a database to find solutions to problems.
