Background
The Naval Information Warfare Center (NIWC) Atlantic is seeking support for Electronic Security Systems (ESS) Sustainment. This contract is specifically for SeaPort Next Generation (NxG) Multiple Award Contract (MAC) holders, with an estimated value exceeding $90 million. The goal of the contract is to provide sustainment services for various security systems utilized by the National Geospatial-Intelligence Agency (NGA) and the Navy Nuclear Power Training Unit (NPTU).

The Performance Work Statement (PWS), which contains Controlled Unclassified Information (CUI), will not be publicly available and requires a signed Non-Disclosure Agreement (NDA) for access.

Work Details
The contractor will be responsible for performing tasks as outlined in the Performance Work Statement (PWS), which includes but is not limited to:
- Labor and Other Direct Costs (ODCs) associated with various sustainment activities across multiple locations, including Washington, N2W, Arnold, Denver, and Charleston.
- Specific labor tasks include management, analysis, engineering technician roles, information system security specialists, and administrative support as detailed in PWS paragraphs 3.1 through 3.22.
- The contractor must ensure that all personnel assigned to the contract meet specified qualifications and that any substitutions are approved according to the guidelines provided in the solicitation.

Period of Performance
The period of performance for this contract will be defined in Section F of the solicitation and includes multiple option periods extending over several years.

Place of Performance
The work will primarily take place at various locations including Washington D.C., N2W facility, Arnold facility, Denver Technical Analysis Center, and Charleston.

Bidder Requirements
Bidders must be SeaPort NxG MAC holders. Key personnel qualifications are critical; resumes for all key labor categories must be submitted within 90 days after task order award. No substitutions are allowed during the first 90 days unless necessitated by unforeseen circumstances such as illness or termination of employment. Additionally, bidders must comply with security clearance requirements as applicable.

This opportunity appears to have a confirmed incumbent based on prior ESS sustainment work performed under contract N0017819D7224-N6523621F3041 by BAE Systems Technology Solutions & Services (value $6,182,342; 09/29/21–09/28/26). That effort provided ESS lifecycle engineering support at NPTU, covering corrective/preventive/emergency maintenance and configuration/inventory management for systems such as automated access control, intrusion detection, CCTV, and perimeter detection—activities that align with the current requirement for ESS sustainment across similar security system types and sustainment functions.
