Electronic Security System for STAAT LANT

Background
The Naval Criminal Investigative Service (NCIS) has a requirement to upgrade the Electronic Security System (ESS) at STAAT LANT, which is crucial for maintaining security and operational integrity.

The current Intrusion Detection System (IDS) is approximately fourteen years old and lacks the ability to review alarm activity, leading to numerous nuisance alarms that could misappropriate first responder resources. This upgrade is essential to avoid the system being taken out of service by the Regional Dispatch Center (RDC), which would impact Open Storage accreditation and classified vulnerability assessments necessary for fleet operations. The contractor must be certified in Lenel and CDX systems.

Work Details
The contract involves upgrading the existing IDS and Access Control System (ACS) as per standards FC 4-021-02 and ICS 705-1, along with installing a new Closed-Circuit Television (CCTV) system. Specific tasks include:
1. Upgrading the IDS by replacing existing components with new versions, including:
- Removing and replacing 6-zone transceivers with DSL ethernet extenders.
- Installing new 16-channel alarm receiver boards.
- Setting up IDS as One Zone and updating device cables.
- Installing a new battery cabinet with an Uninterrupted Power Supply (UPS).
2. Providing a one-year installation warranty that includes emergency on-site response within four hours for critical failures and scheduled preventative maintenance.
