Electronic Security System (ESS)

Background
The Naval Criminal Investigative Service (NCIS) is seeking to procure an Electronic Security System (ESS) that includes an Intrusion Detection System (IDS), Access Control System (ACS), and Closed-circuit television (CCTV) cameras. This system is essential for the security and safety of NCIS assets, which play a critical role in fulfilling the agency's mission. The ESS will interface with the Federal Law Enforcement Training Center (FLETC) police security system to monitor and respond to unauthorized intrusions.

Work Details
The contract requires the procurement and installation of a comprehensive Electronic Security System (ESS) that includes:

1. **Closed-Circuit Television (CCTV)**:
- Interior and exterior cameras
- Wall-mounted rack backup power supply for a minimum of 2 hours
- All necessary cabling with proper management systems
- Video storage hardware configured for a minimum of 15 days retention
- Video management software
- Monitoring station with LED monitor
- Cameras covering the entire open floor area of the warehouse, with audio options included.

2. **Access Control System (ACS)**:
- Server/management workstation with flat panel monitor
- Access cards and enrollment station
- Card access readers and electrified door hardware
- Conduit and power supply, along with all system licenses.

3. **Intrusion Detection System (IDS)**:
- Control panels, motion sensors, point sensors for doors/windows, and exterior cameras
- Wall-mounted rack with backup power supply for a minimum of 2 hours
- All cabling with proper cable management systems.

4. **Post Installation Support**: Annual maintenance, software updates, emergency repair services with specific response times, and training for end users on system operation.

Period of Performance
The installation service period is 60 days from contract award, followed by a maintenance service period of 1 year from the date of award, which may include four potential 12-month option periods.

Place of Performance
The work will be performed at the NCIS FLETC Warehouse located at 1131 Chapel Crossing Road, Bldg. 682, Glynco, GA 31524.
