Description

This is a Request for Information (RFI) ONLY. The Internal Revenue Service (IRS) Office of Research, Applied Analytics and Statistics (RAAS) has a requirement to obtain a suite of robust electronic research services to meet the agency's tax research needs.

Interested vendors are requested to respond no later than 4:00PM (Eastern Standard Time), March 5, 2026 to Philip Ward, Philip.J.Ward3@irs.gov and Darnesha.L.Kennedy@irs.gov. Only electronic submissions will be accepted.

The Government will use respondent information, in part, to determine whether a small business set-aside is appropriate for this acquisition. We encourage all small business concerns in all socioeconomic categories to identify their capabilities in meeting the requirement outlined in the attached draft STATEMENT OF WORK (SOW).

No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondent. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s).

The NAICS code assigned to this acquisition is 519290 Web Search Portals and All Other Information Services, with a corresponding size standard of 1,000 employees.

Interested business concerns should provide a brief capabilities statement package (submissions are limited to no more than 10 pages in length, single spaced, and 12 font minimum) demonstrating its capabilities in reference to this requirement. A generic capability statement is not acceptable. The Government prefers that your firm submits its response in Microsoft Word, Adobe Acrobat, or a combination of both and the document must be searchable. Part I: COMPANY PROFILE

  2. Since Artificial Intelligence (AI) is evolving at a very rapid pace to enhance speed and accuracy, what is your process for identifying, assessing, and integrating new practices, technologies, and other business and technical advances in this area?
  3. Please identify/demonstrate how the subscription utilized is updated to reflect the rapidly evolving ecosystem mentioned.
  4. Please clearly state whether the product offerings are a Commercial Off the Shelf Product (COTS) already deployed and in use by U.S. Government customers or whether any part of your product requires a development effort to meet the Statement of Work's (SOW) requirements.
  5. Provide summary background on any existing innovative solutions you have deployed in government or industry addressing this or a similar type of requirement?
  6. Does your company have similar or previous experience with the type of work or equivalent outlined in the draft SOW?
  7. Is live training offered to new users, technical support, reporting options provided to admins displaying usage and access?
  8. Per the SOW, the end user is seeking a vast array with information to be utilized by a large number of users. Please identify primary and/or secondary sources that would be available. Additionally, Please list the types of information available and functionality offered.
  9. Would the Government have the ability to customize features to allow/disallow content from particular entities?
  10. Does the draft SOW contain adequate information that would enable you to adequately respond to a Request for Proposal (RFP)?

Background
The Internal Revenue Service (IRS) Office of Research, Applied Analytics and Statistics (RAAS) is seeking to obtain a suite of robust electronic research services to meet the agency's tax research needs. The IRS has centralized the acquisition and management of these services under the Office of Service-wide Policy, Directives, and Electronic Resources (SPDER). This initiative aims to provide standardized and consistent electronic research services to a diverse range of IRS employees who have unique tax, legal, business, and news research requirements.

Work Details
The contractor will provide an online research service product for approximately 12,000 IRS employees. Key tasks include:

1. Providing a comprehensive suite of databases and sources that include Internal Revenue Manual (IRM), U.S. Tax Treaties, Income Tax Regulations, Legal and Administrative Content, and Full-Text Judicial Decisions.

2. Ensuring the product supports various search methods including Boolean logic searches, proximity searches, exact phrase searches, conceptual searches, and citation searches.

3. Implementing Artificial Intelligence (AI) capabilities for legal research, document analysis, summarization, and drafting.

4. Offering customer service support including technical assistance available 24/7 and training support tailored for end users.

5. Submitting monthly notifications regarding changes to content or service and providing statistical reports on usage metrics.

Period of Performance
The anticipated period of performance is twelve (12) months for the base period with four (4) additional twelve-month option periods.

Place of Performance
The contract will be performed primarily at IRS locations across the United States.
