Background
The Federal Bureau of Prisons (FBOP), located at 320 First St. NW, Washington DC, is seeking to acquire electronic legal research software for use across all Bureau of Prisons institutions in the United States. This procurement aims to maintain and operate Electronic Law Libraries (ELLs) for an inmate population of approximately 155,000. The contract will be awarded based on best value to the Government and is not set aside for small business concerns.

Work Details
The contractor will provide a single enterprise license for Legal Research software that meets the minimum specifications outlined in the Statement of Work. The software must be compatible with the Trust Fund Limited Inmate Computer System (TRULINCS) network, which has specific restrictions such as no 'save' function, no internet connectivity, and unique operational requirements.

Key tasks include:
- Providing case law resources including current and historical cases from various courts.
- Supplying current rules and statutes relevant to federal and local jurisdictions.
- Integrating free publications that are publicly available into the ELL data contents.
- Ensuring all content is updated monthly and meets quality control standards to avoid outdated or erroneous information.
- Removing any Personally Identifiable Information (PII) from case materials before updates.
- Providing documentation of ownership/access to required content.

Period of Performance
The contract will have an initial base period from the date of award through 12 months, with an option for an additional 12-month period.

Place of Performance
The contract will be performed at various Bureau of Prisons locations throughout the United States.
