THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS IS A SOLE SOURCE SYNOPSIS. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) has a requirement for Kahua Construction Project Management Software. This is a sole source procurement authorized pursuant to 10 U.S.C 2304(c)(5) and implemented by FAR 6.302-5: Authorized or Required by Statute as well as NMCARS 5219.201(c)(10)(A)(ii). The NAVFAC HQ requirements owners conducted extensive market research to identify a FedRAMP certified solution that could continue to fulfill the Department of the Navy's continuous need for the Electronic Construction Management System (eCMS). After much discussion, it was further determined that the utilization of the Kahua platform in particular, a platform that is already currently in use by the United States Army Corps of Engineers (USACE) and the Air Force Civil Engineer Center (AFCEC) would be the most advantageous platform to use by the NAVFAC end users due to the importance of them being able to easily collaborate with both USACE and AFCEC counterparts. Through further market research, it was discovered that the Kahua platform could be procured via the Small Business Innovative Research (SBIR) program. NAVFAC EXWC contemplates the issuance of a SBIR Phase III stand-alone C-type Firm Fixed Price (FFP) contract to a Kahua partner, Procon Consulting (CAGE: 3LNQ6).

The North American Industry Classification System code (NAICS) for this requirement is 513210 Software Publishers (Size Standard: $47 million). The Product Service Code (PSC) is DA10 IT and Telecom Business Application/Application Development Software As A Service.

Interested parties may identify their interest and capability to respond to future similar requirements. All information received after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Background
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) has a requirement for Kahua Construction Project Management Software as part of their mission to manage and engineer facilities, real estate, and construction for the Navy and Marine Corps.

This sole source procurement is authorized under 10 U.S.C ยง 2304(c)(5), following extensive market research to identify a FedRAMP certified solution that meets the Department of the Navy's needs for an Electronic Construction Management System (eCMS).

The Kahua platform is already in use by the United States Army Corps of Engineers (USACE) and the Air Force Civil Engineer Center (AFCEC), making it advantageous for NAVFAC users to collaborate effectively with these counterparts. NAVFAC EXWC plans to issue a SBIR Phase III stand-alone C-type Firm Fixed Price contract to Procon Consulting, a partner of Kahua.

Work Details
The contractor shall provide a cloud-based, commercial off-the-shelf (COTS) construction management system that meets FedRamp moderate security requirements. Key tasks include:
1. Providing one year of site/unlimited use licenses for software and support for managing project lifecycles from initiation through construction phases.
2. Supporting over 5,000 projects and accommodating more than 20,000 users simultaneously.
3. Developing an integration strategy with NAVFAC systems and ensuring data migration from the existing CMiC product to the new system.
4. Providing training materials for users and ensuring compliance with NAVFAC Information Technology Center standards.
5. Implementing workflows, process tracking, collaboration tools, and business intelligence features while ensuring security measures are in place to protect sensitive data.

Period of Performance
The Period of Performance is five years after the date of award, consisting of one base year followed by four one-year options.
