Background
The 502d Contracting Squadron at Joint Base San Antonio (JBSA) Lackland AFB, TX is seeking to identify qualified contractors for a Blanket Purchase Agreement (BPA) focused on Electronic Access Control (EAC) and secure door systems maintenance and repair.

This initiative aims to enhance the security and functionality of door opening mechanisms within JBSA facilities, aligning with the agency's mission to maintain operational readiness and safety.

Work Details
The contractor shall provide all necessary management, personnel, labor, equipment, tools, materials, transportation, supervision, and services required to repair and replace secure area door opening mechanisms at JBSA-Lackland.

This includes electronic access control systems such as card readers, electric strikes, magnetic locks, associated wiring, power supplies, and other components as specified in the Performance Work Statement (PWS). The contractor must prioritize troubleshooting existing hardware before proposing replacements. Services include maintenance of locking hardware, exit devices, door operation hardware, frames and security hardware. All work must comply with ICD 705 standards and applicable UFC regulations. The contractor is responsible for ensuring that only qualified personnel handle locks and keys and that criminal background checks are performed on all employees. A Quality Control Plan must be submitted for government approval prior to work commencement.

Period of Performance
The performance period shall not exceed seven days after materials have been received.

The 502d Contracting Squadron, Joint Base San Antonio (JBSA) Lackland AFB, TX, is issuing this Sources Sought Notice as a means of conducting market research to identify parties having the resources and capability to provide the scope of work described below.The Government is collecting market data and information in accordance with the Revolutionary FAR Overhaul (RFO) Part 10 . The results of this market research will contribute to determining the method of procurement and potential set-aside strategy. All information provided in response to this notice is strictly voluntary.

Description of Work :

The contractor shall provide all management, personnel, labor, equipment, tools, materials, transportation, supervision, and other items and services necessary to repair and replace secure area door opening mechanisms at JBSA-Lackland. This includes electronic access control (EAC) systems such as: card readers, electric strikes, magnetic locks, associated wiring, power supplies, and components as defined in the Performance Work Statement (PWS). The contractor shall perform to meet all standards in the agreement and must be fully bonded and licensed.

Refer to the attached PWS for detailed requirements.

The Government has tentatively assigned PSC J063 and NAICS code 561621 to this procurement.
