Description

This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of large and small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services. This notice also seeks feedback from industry on the Draft Performance Work Statement (PWS) in support of this requirement.

DISA is seeking information for potential sources for EMS Engineering and Analysis Support. The Contractor shall perform spectrum supportability risk assessments, conduct spectrum analyses, prepare spectrum certification documentation, perform engineering measurements, conduct MIL-STD testing, and provide other Electromagnetic Environmental Effects (E3) engineering services in support of Department of Defense (DoD), National, and Allied developed and/or sustained spectrum-dependent programs. This program is required under DoD Instruction (DoDI) 3222.03 and DoDI 4650.01. The Government anticipates a single award IDIQ to perform these services.

Background
The Defense Information Systems Agency (DISA) is a recognized center of excellence for Department of Defense (DoD) spectrum matters. DISA's mission includes providing Spectrum, Electromagnetic Environmental Effects (E3) Engineering and Analysis Support services on a reimbursable, customer-funded basis to DoD Components, Federal Agencies, Non-Federal Government Organizations, and authorized foreign entities. This requirement is mandated under DoD Instruction (DoDI) 3222.03 and DoDI 4650.01.

DISA seeks to identify potential sources for Electromagnetic Spectrum (EMS) Services Applied Engineering and E3 Engineering Analysis Support through this solicitation.

Work Details
The contractor will perform the following tasks:
1. **E3 and Spectrum Engineering**: Analyze equipment and systems for potential E3 problems; perform radio frequency measurements; assist in assessing E3; evaluate operational frequency bands; provide assistance in acquiring host nation approval for equipment operation.

2. **Technical Advice**: Analyze national and international electromagnetic spectrum issues; advise decision-makers on policy and implementation options.

3. **Electromagnetic Compatibility (EMC) and E3 Analyses**: Conduct EMC analyses to ensure spectrum supportability of systems in intended environments, including environmental, cosite, electromagnetic vulnerability, and radiation hazards analyses.

4. **Spectrum Supportability Risk Assessments (SSRAs)**: Develop SSRAs addressing regulatory, technical, operational, and E3 aspects of system life cycles.

5. **Equipment Spectrum Certification (ESC)**: Ensure S-D systems can obtain necessary spectrum through frequency allocation support and host nation assessments.

6. **Spectrum Measurement Support**: Provide measurement support for S-D systems to ensure compatibility with operational environments.

7. **Protection of International Usage of the Spectrum**: Monitor spectrum allocation changes proposed at the ITU to protect international spectrum usage by S-D systems.

8. **Spectrum Standards Support**: Review and update DoD instructions regarding electromagnetic radiation hazards.

Period of Performance
365 calendar days from the start of the contract with four 12-month option periods.

Place of Performance
Primary place of performance will be at DISA Headquarters located at 6910 Cooper Avenue, Fort Meade, MD 20755-7901, with additional work at the contractor's facility and periodic local travel within the National Capital Region.
