Description

Background
The Defense Information Systems Agency (DISA) is seeking sources for the Portfolio Acquisition Executive (PAE) Command, Control, Communications, and Enterprise (C3E) Electromagnetic Spectrum Information Technology Modernization Support Contract. This initiative aims to modernize the Electromagnetic Spectrum (EMS) Information Technology environment to achieve spectrum superiority in contested and congested electromagnetic environments.

The current reliance on manual, siloed, and non-interoperable legacy systems limits the Joint Force's effectiveness in conducting Electromagnetic Spectrum Operations (EMSO). The modernization effort will transition these legacy systems into a unified, cloud-native ecosystem leveraging AI and advanced technologies.

Work Details
The contractor will provide a full range of technical, engineering, and administrative support services as defined in the Performance Work Statement (PWS). Key tasks include:
1. Designing user-centric applications for high-stress environments;
2. Supporting EMS mission analysis workflow optimization;
3. Evaluating and integrating physics-based modeling and simulation models;
4. Integrating EMS capabilities with Joint Command-and-Control systems;
5. Preparing datasets for migration into an enterprise EMS data environment.

The contractor must also provide advisory support across various task areas including TO Management, Product Management, Tenant Integration, and Mission Assurance.

Period of Performance
The anticipated period of performance is from February 15, 2027 to February 14, 2031, consisting of one base year and three option years.

Place of Performance
Work will be performed at the contractor’s site with some support required at DISA Headquarters located at 6910 Cooper Avenue, Fort George G. Meade, MD.

Bidder Requirements
Bidders must possess a Secret facility clearance and ensure personnel performing on this contract have a minimum of Secret security clearance at the time of contract performance. Additionally, bidders should demonstrate experience in relevant technical areas such as spectrum management and software development.

REQUIRED CAPABILITIES:

In response to this SSN, Vendors must describe their knowledge and experience to address the following capabilities. All of the required capabilities are critical elements of this requirement.

1. Describe your company's knowledge and experience in designing and applying intuitive, user-centric design and user-experience methods to mission applications in high-stress tactical and disconnected, disrupted, intermittent, and limited (DDIL) environments

Please provide examples of:

  • Requirements gathering, such as eliciting, validating, and prioritizing user requirements through user-story sessions, tabletop exercises, stakeholder engagements, and one-on-one interviews.
  • Experience engaging with users in Combatant commands (CCMDs), DoW, or joint exercises to obtain user feedback to incorporate into final product-design and development decisions.

2. Describe your company's knowledge and experience supporting EMS mission analysis workflow optimization across core functional areas, including frequency assignment and allocation, spectrum certification, host-nation coordination, electromagnetic interference (EMI) resolution, Joint Communications-Electronics Operating Instructions (JCEOI), and Joint Restricted Frequency List (JFRL) management.
