Background
The Defense Logistics Agency (DLA) Strategic Materials Contracting Directorate is seeking information on how interested contractors could provide products for the Electrolytic Manganese Metal (EMM) requirement. DLA Strategic Materials is the operational agent of the Stockpile Manager, Under Secretary of Defense, Acquisition & Sustainment (USD-A&S), charged with implementation of the provisions of the Strategic and Critical Materials Stock Piling Act. The proposed buy is for Electrolytic Manganese Metal (EMM) with a total purchase of 7,140 metric tons (MT) and a manganese (Mn) content of at least 99.00% by mass.

Work Details
This is a supply contract to provide Electrolytic Manganese Metal (EMM). The contract entails purchasing 3,600 MT of EMM flakes during the base year, with two option years of 12 months each. In the first option year, 2,100 MT will be purchased, and in the second option year, 1,440 MT will be purchased. The material shall be in flake form with specific size and packaging requirements. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide EMM as defined in this SOW.

Period of Performance
The delivery schedule includes delivering a total of 3,600 MT within twelve months after contract award and an additional 2,100 MT in option year one and 1,440 MT in option year two within twelve months after each option is exercised.

Place of Performance
The material shall be delivered to the Hawthorne Army Depot located in Hawthorne, Nevada, United States.
