Defense Logistics Agency (DCSO-F) intends to purchase 7,140 metric tons (MT) of

Electrolytic Manganese Metal (EMM) flakes with a minimum manganese

(Mn) content of 99.00% by mass. The contractor shall deliver no more than 300 MT

per month and no more than 60 MT each day to the Government until the contractor delivers a total of 7,140 MT of EMM. This will be a Firm Fixed Price contract with a period of performance for a base period of 18 months with two (2) twelve (12) month option periods. The NAICS code for this action is 331110. Questions or clarifications in response to the solicitation must be submitted NLT June 7, 2023, at 12:00 PM EST. Questions received after June 7, 2023; will be considered invalid and will not receive a proper response. The offeror shall take care to ensure that mathematical calculations are correct. The price proposal shall be submitted using Attachment C: Contract Line Item Number (CLIN) Structure. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. Background
The Defense Logistics Agency (DLA) Strategic Materials (DLASM) is seeking to procure Electrolytic Manganese Metal (EMM) flakes as part of its mission to maintain a strategic stockpile of critical materials.

The goal of this contract is to secure a total of 7,140 metric tons (MT) of EMM with a minimum manganese content of 99.00% by mass, ensuring that the material meets specific quality and delivery standards.

Work Details
The contractor shall deliver a total of 7,140 MT of EMM flakes according to the following schedule:
- Base Year: 3,600 MT
- Option Year 1: 2,100 MT
- Option Year 2: 1,440 MT

Delivery will be capped at no more than 300 MT per month and no more than 60 MT per day.

The EMM must meet the following specifications:
- Manganese (Mn) Content: ≥99.00%
- Chemical Specifications:
- Carbon (C): ≤0.040%
- Sulfur (S): ≤0.050%
- Phosphorus (P): ≤0.005%
- Iron + Silicon + Selenium: ≤0.205%

The material must be in flake form with dimensions not exceeding 2 inches by down with specific tolerances for sieving.

Packaging requirements include new UN-rated steel drums and polyethylene bags, ensuring long-term storage viability. A Certificate of Analysis (COA) must accompany each lot delivered, certifying compliance with the specified requirements.

Place of Performance
Deliveries will be made to the Hawthorne Army Depot located in Hawthorne, Nevada, United States.
