Electrolytic Manganese Metal (EMM)

DLA Strategic Materials intends to purchase 5,000 metric tons (MT) of Electrolytic Manganese Metal (EMM) flakes with a minimum manganese (Mn) content of 99.00% by mass. This is a combined synopsis solicitation for the acquisition of commercial items with additional information included in attachments. The contractor shall deliver no more than 300 MT per month and no more than 60 MT each day to the Government until the contractor delivers a total of 5,000 MT of EMM. The period of performance is a base period of 24 months in which product delivery must begin within 180 days after date of award.

Solicitation SP8000-22-R-0002 is hereby amended as follows:

1. The response date is hereby changed from June 20, 2022 at 12:00 pm noon EST to June 22, 2022 at 12:00 pm noon EST.

2. Clause 252.215-7016 NOTIFICATION TO OFFERORS POSTAWARD DEBRIEFINGS (MAR 2022) is hereby incorporated. Full text can be found at acquisition.gov.

3. Attachment B Evaluation Criteria Electrolytic Manganese Metal is hereby updated. See Attachment B Revision 1, June 10, 2022 Evaluation Criteria Electrolytic Manganese Metal.

Solicitation SP8000-22-R-0002 is hereby amended as follows:

1. A revised Statement of Work (SOW) is hereby incorporated and replaces the previously published SOW.

2. An updated/revised SF1449 - Combined Synopsis/Solicitation_EMM_Rev1 is hereby incorportated and replaces the previous SF1449. (See Updated SF1449).
