Electrical Utility services to the Tensas-Cocodrie Pumping Plant (TCPP)   2

Background
The U.S. Army Corps of Engineers (USACE), Vicksburg District (MVK) is seeking to enter into a sole source Firm Fixed Negotiated Utility contract with Concordia Electric Cooperative, Inc. for the provision of electrical utility services to the Tensas-Cocodrie Pumping Plant (TCPP).

This contract is justified under Title 10 United States Code 3204(a)(1), which allows for procedures other than competitive procedures when only one responsible source can satisfy agency requirements. The TCPP plays a critical role in flood protection for the Tensas Basin and Red River Backwater area, ensuring operational readiness during flood events.

Work Details
The contract will provide electrical utility services necessary for the operation of the TCPP, which includes five large electric pumps that control water levels in a basin near major rivers including the Mississippi River.

The services will be funded through Operations and Maintenance (O&M) funds, with an estimated total cost of $3,600,000 over ten years. Monthly payments will be based on actual utility usage, with an average monthly charge of $25,000 under normal conditions and a minimum charge of $30,000. In emergencies requiring pumping operations, a 72-hour notice will be given for service activation, and payment will be made at actual costs incurred during such events.

Place of Performance
The services will be performed at the Tensas-Cocodrie Pumping Plant located in Louisiana.
