This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 1232SA26Q0742 is issued as a Request for Quotation (RFQ) for Electrical Gear and Transformer Maintenance for the National Bio and Agro-Defense Facility, Manhattan, Kansas

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238210 The small business size standard is $19,000,000.00 This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

A mandatory site visit is required to be technically acceptable. Please see Solicitation Information and Attachment 9.

Attachment 7 will not be posted. In order to receive a copy of the Attachment 7, each interested contractor must send a completed NonDisclosure Agreement to Jeffery Cowell, jeffery.cowell@usda.gov and Erin Riffey, erin.riffey@usda.gov:. Once those are received, they will be forwarded and recipients must comply with all restrictions within the NonDisclosure Agreement.

Background
The National Bio and Agro-Defense Facility (NBAF) is operated by the United States Department of Agriculture (USDA) Agricultural Research Service (ARS).
The goal of this contract is to provide support services for electrical gear and transformer maintenance and repair services at the NBAF located in Manhattan, Kansas.
This acquisition is set aside for small business concerns.

Work Details
The contractor will be responsible for the following tasks:
1. Monthly maintenance of electrical switchgear and transformers.
2. Service calls or repairs as needed for electrical gear and transformers.
3. Provision of repair and replacement parts for electrical gear and transformers.
4. The contract includes a base year with options for additional years, covering a total duration not exceeding five years.

Period of Performance
The period of performance for the base year is from September 30, 2026, to September 29, 2027, with options extending through September 29, 2031.
