Electrical Distribution System Condition Assessment/ARC Flash   2

Background
The Department of Veterans Affairs (VA) Pacific Islands Health Care System (VAPIHCS) is seeking to conduct an Electrical Distribution System Condition Assessment and Arc Flash study. This initiative is driven by safety concerns following recent arc flash incidents at other facilities, aiming to ensure the safety of personnel working with electrical equipment and to comply with OSHA regulations, the National Electric Code, and NFPA standards.

Work Details
The contractor will provide architectural and engineering design services to conduct an Arc Flash Station Survey/study for various VAPIHCS facilities, including the TRIPLER Army Medical Center campus. The scope includes:

1. Conducting a shock hazard analysis to determine voltage exposure and necessary PPE.
2. Performing an arc flash hazard analysis to establish protection boundaries and required PPE.
3. Regularly updating analyses and labeling to reflect current conditions, complying with NFPA 70E and IEEE standards.
4. Deliverables include:
i. Executive Summary with Introduction, Scope of Work, Results/Recommendations;
ii. Short-Circuit Methodology Analysis Results;
iii. Protective Device Coordination Methodology Analysis;
iv. Arc Flash hazard methodology and calculations;
v. Completed Arc Flash labels for all equipment;
vi. System diagrams identifying equipment buses and connections;
vii. Ground Resistance Test Report;
viii. Development of an operations and maintenance plan for long-term recommendations including cost estimates;
ix. Informal training for operations personnel post-adjustments.

Period of Performance
The period of performance for this service contract is one year.

Place of Performance
The services will be performed at various VAPIHCS facilities located in Honolulu, HI.
