This procurement is required to support the P-8A aircraft. The quantities fill deficits for the United States Navy and possible future requirements for partner countries and Foreign Military Sales (FMS) customers. The above PSE was designed by Connector MicroTooling Systems, Inc. at their own expense and tested to meet specifications for maintenance of the 737 and P-8A aircraft. Connector MicroTooling Systems, Inc. owns all proprietary rights to the engineering data and detailed product drawings. Connector MicroTooling Systems, Inc. is the only manufacturer with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Connector MicroTooling Systems, Inc. is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
