Eldorado NF Toilet Pumping

Background
The Eldorado National Forest, managed by the U.S. Forest Service, aims to maintain clean and accessible recreational sites for public use.

This contract focuses on the pumping and cleaning of toilet facilities located throughout the forest, ensuring that these essential amenities are properly maintained for visitors.

Work Details
The contractor is responsible for pumping toilet facilities at various recreation sites, removing and disposing of all effluent and trash at appropriate facilities, and cleaning all spilled materials inside and surrounding each toilet building.

Specific tasks include:
- Waste removal shall not occur before 5:00 a.m. or after 7:00 p.m., nor on weekends or federal holidays.
- All materials must be removed from toilet vaults, including human waste and up to one full 35-gallon bag of trash. If excess trash is present, the contractor must notify the Contracting Officer's Representative (COR) before proceeding.
- Trash must be disposed of off-site; it cannot be placed in Forest Service bins.
- Toilet building floors must be cleaned with a ten percent disinfectant solution, ensuring no standing water remains.
- Toilet risers, seats, and lids must also be cleaned with an approved disinfectant solution.
- Walls should be cleaned as necessary to remove any deposits.
- Trucks and equipment must not be rinsed on National Forest land.
- In case of a septic material release, immediate notification to the COR is required; if the release exceeds 5 gallons, hazardous materials officials must also be contacted for remediation.

Period of Performance
The estimated period of performance for this contract is from August 1, 2024, through July 31, 2025, with four additional one-year options available.

Place of Performance
The contract will be performed at various locations within the Eldorado National Forest including but not limited to Airport Flat Campground, Azalea Cove Campground, Bald Mountain Staging Area, Bear Creek Picnic Area, Big Hill Lookout, Big Meadows Campground, Brush Creek Reservoir Boat Ramp, Camino Cove Campground, Caples Creek Trailhead, Dru Barner Campground, East Slab Creek Reservoir, Echo Summit Trailhead, Elkins Flat Trailhead, Hell Hole Boat Ramp, Hell Hole Campground, Hell Hole Vista, Ice House Boat Ramp, Jones Fork Campground, Lone Rock Campground, Long Canyon Camping Area.
