Elastic Search, Logstash, and Kibana (ELK) Support Services

Background
The Department of Transportation (DOT) is seeking to extend cybersecurity management support services for its Elastic Search, Logstash, and Kibana (ELK) Stack. This justification is prepared in accordance with the applicable regulations.

The goal of this contract is to ensure compliance with federal directives and laws related to cybersecurity, including Executive Order 14028 and OMB-M-21-31.

Work Details
The task order provides a broad range of technical and professional services to the DOT, including logging capabilities to meet OMB-M-21-31 requirements. The awarded contractor, Criterion Systems, will deliver mission-essential tasks that include:
1. Engineering support to develop and sustain DOT's logging capabilities for over 100 information systems, with an additional 50 systems in process.
2. Ensuring centralized access and visibility for the enterprise Security Operations Center (SOC).
3. Deliverables include data onboarding from over 50 data sources across all modes, dashboard creation, operation and maintenance of Elastic Cloud, and upgrading platforms and agents.
4. The extension is necessary to avoid disruption during the restructuring of the Department’s IT workforce.

Period of Performance
The period of performance will be extended through September 30, 2026.

Place of Performance
The work will be performed at the Department of Transportation headquarters located at 1200 New Jersey Avenue, SE, Washington, D.C.

Bidder Requirements
Criterion Systems must have a management and subject matter team familiar with the DOT environment. The contractor should demonstrate prior experience in providing similar cybersecurity support services and compliance with federal logging requirements.
