Background
The solicitation is for the Design-Build Construction of a new health care center to replace the existing Department of Veterans Affairs (DVA) health care center for the El Paso Veterans Affairs Health Care System (EPVAHCS) located at Fort Bliss, Texas. The project includes construction of a new central utility plant and associated facilities on approximately 36 acres. The contract is issued by the US Army Corps of Engineers Fort Worth District.

Work Details
The work consists of the design and construction of a new health care center with approximately 492,996 square feet. It includes ambulatory care, outpatient clinics, ancillary services, building information systems, special foundations, site work, parking, utilities, storm water infrastructure, and associated improvements. The target ceiling for contract award for design and construction is $554,000,000. The proposal submission requirements include evidence of ability to obtain bonding and past performance evaluation. The proposal format should be in searchable, hyperlinked and bookmarked PDF format.

The construction projects will be performed at Fort Bliss in El Paso, Texas.
