Eight Time Chartered Tugs (Norfolk VA)   13

Background
The solicitation is for the time-chartering of eight (8) U.S. flagged and Jones Act compliant tugs to provide harbor support services and ship handling at Norfolk, VA, and navigable waters within the region. The contract will be performed for a total of 59 months, consisting of one firm period and four option periods.

Work Details
The scope of work includes providing towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types, as well as transfers of pilots and government personnel by tug. Additionally, it involves tug emergency support services such as responses to weather conditions, vessel emergencies, line handling, providing personnel for towing operations, and maintaining 24-hour availability. The vessels are required to have specific characteristics including being U.S. flagged, classed by an IACS recognized classification society, having a maximum draft of 18 feet, a bollard pull of minimum 100,000 lbs. forward/stern bollard pull and 65,000 lbs. of side bollard pull, among other requirements.

Period of Performance
The contract consists of one firm period starting from February 1st, 2024 to January 31st, 2025 and four option periods extending up to December 31st, 2028.

Place of Performance
The place of performance shall be in the geographical region(s) of Norfolk, VA and the surrounding navigable waters.
