The 96th Test Wing invites you to submit a proposal for the Eglin Aircraft Maintenance Backshop acquisition as set forth in the attached RFP. We are seeking the most effective, productive, and efficient approach to fulfill the 96th Test Wing mission requirements.

We have invited and appreciated your ideas and comments since the inception of this acquisition. Beginning with an introduction Industry Day and the posting of the draft RFP. There are many aspects of this acquisition that have evolved during the pre-solicitation process, many as a result of questions and comments submitted by offerors during the pre-solicitation process which have enabled us to prepare a better solicitation.

This final RFP supersedes all questions/comments and answers/responses; however, OFFERORS CAN SUBMIT QUESTIONS AND/OR CLARIFICATIONS REGARDING THIS FINAL RFP TO THE PROCURING CONTRACTING OFFICER (PCO) NO LATER THAN FRIDAY, 1:00 P.M. CST, 31 JANUARY 2020. Potential offerors are advised to read the final RFP carefully. Communications between Government and Industry regarding this solicitation should be addressed only through the Procuring Contracting Officer Ms. Karen Wagner, at 850-882-0151 or email karen.wagner.1@us.af.mil. Please place the following addressee in the CC: section of the email correspondence: isaiah.dolan.2@us.af.mil.

Background
The 96th Test Wing is seeking proposals for the Eglin Aircraft Maintenance Backshop acquisition to fulfill their mission requirements. The solicitation process has evolved through an Industry Day, draft RFP, and pre-solicitation process, resulting in the final RFP. Offerors can submit questions or clarifications regarding the final RFP to the Procuring Contracting Officer until January 31, 2020. Proposals are due by 1:00 PM CST on March 2, 2020.

Work Details
The contract requires maintenance and repair of F-16, F-15, UH-1N, and C-130 aircraft, as well as modifications to aircraft and non-aircraft equipment. The service provider's performance will be measured based on performance objectives outlined in the Service Summaries. These objectives cover areas such as technical equipment, tool kits, documentation, foreign object damage prevention, training, quality control, supply management, budgeting, security measures, industrial safety practices, environmental management policies, subcontracting plan compliance, correspondence and records maintenance, labor reporting, vehicle management, program management inspections, PWS requirements compliance, and personal protective equipment provision.
