Effects Radiation Digital Instrumentaion NPP

Background
The U.S. Nuclear Regulatory Commission (NRC) is soliciting proposals for the project titled 'Evaluation of the Effects of Radiation on Modern Digital Instrumentation and Control Systems in Nuclear Power Plants.' The goal of this contract is to obtain expert technical services to develop the technical basis for updating Regulatory Guide 1.209, which provides guidelines for environmental qualification of safety-related computer-based instrumentation and control systems in nuclear power plants, considering advancements in modern microelectronics.

Work Details
The scope of work includes:

1. Developing a technical letter report that addresses the effects of radiation on digital devices in nuclear power plants, particularly those not affected by design-basis accident conditions.

2. Evaluating the total integrated dose at which commercial digital electronics are expected to be safe from failure without special testing.

3. Assessing the frequency of soft faults and providing guidance on internal diagnostics and reboots to mitigate risks.

4. Documenting general guidelines based on these evaluations, including specific considerations for different digital technologies and types of radiation.

The report must include referenceable evidence to support expert opinions and describe any assumptions or limitations.

Period of Performance
The contract shall commence on August 1, 2026, and will expire on January 31, 2028.

Place of Performance
The work will be performed at locations specified by the NRC, primarily involving electronic communications.

Bidder Requirements
Offerors must be registered at the time of proposal submission. Proposals from small business concerns will be considered for award. Key personnel must demonstrate relevant qualifications related to the tasks outlined in the Statement of Work.
