EE-24021-4J MLC Load Rating Calculation-Non-Reportable Bridges

Background
The Mission and Installation Contracting Command - Fort Drum is procuring Architect-Engineer (A-E) Design Services to perform MLC Load Rating Calculation for Non-Reportable Bridges at Fort Drum, NY.

This procurement is conducted under the Brooks Architect-Engineer Act, which mandates that A-E contracts be negotiated based on demonstrated competence and qualifications for the required professional services. The goal of this contract is to complete new load rating calculations using the Load and Resistance Factor Rating (LRFR) Specifications for all non-reportable Fort Drum bridges.

Work Details
The selected A-E firm will be responsible for:
1. Performing MLC Load Rating Calculations for all non-reportable bridges at Fort Drum, NY.
2. Utilizing the Load and Resistance Factor Rating (LRFR) Specifications in their calculations.
3. Submitting an electronic copy (PDF) of SF 330 Part I and Part II for the prime firm and all consultants/subcontractors as part of their proposal.
4. Ensuring that submissions meet specific formatting requirements including a page limit of 100 pages total, using Arial font size 10 or larger, and following standard SF 330 format guidelines.

Bidder Requirements
Bidders must meet the following requirements:
1. Small Business Set Aside - Total (SBA).
2. Submission of SF 330 forms must include UEI number or CAGE code in specified sections.
3. Each team member's UEI number or CAGE code must be identified in SF 330 Part I, Section C, Block 9.
4. Past performance information on similar contracts must be provided as part of the evaluation process.
