The Contractor shall provide comprehensive K-12 education program services and special education services to be provided in accordance with federal and state laws and regulations including Department of Defense (DoD) Instruction 1342.12, Provision of Early Intervention and Special Education Services to Eligible DoD Dependents, June 17, 2015. Services shall include special education programs for eligible Dover AFB dependents 3-21 years of age in all appropriate settings. The comprehensive education program services include food service, grounds maintenance, building maintenance, and student transportation. There are approximately 430 eligible dependent K-8 children of DoD personnel residing on Dover AFB.

Background
The Department of Defense Education Activity (DoDEA) is issuing this Request for Proposal (RFP) to provide comprehensive K-12 education program services and special education services at Dover Air Force Base (AFB).

The goal of the contract is to ensure that eligible DoD dependents aged 3-21 receive appropriate educational services in compliance with federal and state laws, including DoD Instruction 1342.12. Approximately 430 eligible dependent K-8 children of DoD personnel reside on Dover AFB.

Work Details
The contractor shall provide the following services:
1. Special education programs for eligible Dover AFB dependents aged 3-21 in all appropriate settings.
2. Comprehensive education program services, which include:
- Food service
- Grounds maintenance
- Building maintenance
- Student transportation
3. Medical services, facilities and equipment management, custodial and grounds maintenance services, and student transportation under Objective #2 - Support Services as outlined in the Performance Work Statement (PWS).
4. Compliance with safety and security requirements as specified in the PWS.
