NOTICE OF INTENT TO SOLE SOURCE

Please see below for details surrounding the Government's intent to award a sole-source contract to the National Student Clearinghouse (NSC). This contract includes a requirement for degree and attendance verification from NSC in support of the background investigation process. The estimated volume quantity, including a 12-month base period and four (4) 12-month option periods, is 4,816,384. The Justification for Other than Full and Open Competition will be posted to Federal Business Opportunities post-award.

This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation information required by FAR 5.2 Synopsis of Proposed Contract Actions.

The National Background Investigation Bureau (NBIB) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. NBIB has a requirement to contract with the NSC in order to meet Federal Investigative Standards (FIS) as it pertains to the background investigation (BI) process.

The purpose of this action is to inform the industry of NBIBs intent to sole-source a contract with the NSC.

The applicable NAICS code for this requirement is 519130 "Internet Publishing and Broadcasting and Web Search Portals" with a business size standard of 1,000 employees.

The requirement will be delivered to Boyers, PA or Ft. Meade, MD.

This notice of intent is not a request for competitive proposals.
