Description

The U.S. General Services Administration (GSA), on behalf of the Department of Education (ED), is conducting market research for the Next National Evaluation of Career and Technical Education under the Reauthorized Carl D. Perkins Act, also known as "NECTEP 2." This initiative is managed by the Institute of Education Sciences' National Center for Education Evaluation and Regional Assistance (NCEE). The primary goal is to evaluate how states and districts across the nation are implementing Perkins V provisions, focusing on federal priorities such as access, participation, program quality, and flexibility in career and technical education (CTE) programs.

The scope of work encompasses four key areas: developing an evaluation plan along with data collection instruments and a sampling plan; creating technical reports that provide insights into emergent findings from research questions using statistical, research, or evaluation methodologies; developing snapshot documents based on survey findings; and delivering presentations to an Independent Advisory Panel. Offerors will engage in primary data collection and statistical analysis of extant administrative data to support these objectives.

Offerors are expected to consider incentives that could enhance study participation while ensuring compliance with confidentiality requirements. Non-public data collected under a confidentiality pledge must be stored and analyzed on IES's secure server within a project-specific enclave established by IES. Offerors will also be responsible for securing necessary security clearances for staff accessing this secure server environment.
